Neal Kelly is a Principal Environmental Scientist based in GeoEngineers’ Boston office. With more than three decades of experience, Neal specializes in environmental site assessment, remediation, and regulatory compliance, helping clients navigate complex environmental challenges while keeping projects moving forward. As a Massachusetts Licensed Site Professional (LSP), Neal specializes in the state’s unique framework of environmental regulation. He provides technical leadership on projects ranging from redevelopment sites to large-scale transportation and infrastructure improvements.
Throughout his career, Neal has managed environmental projects from initial site investigation through regulatory closure, with expertise in site characterization, remedial design, soil and groundwater management, and environmental permitting. He has extensive experience working under the Massachusetts Contingency Plan (MCP) and collaborating with clients, contractors, and regulatory agencies to develop practical, cost-effective solutions for contaminated sites and complex construction projects.
One of Neal’s most significant projects was serving as Environmental Manager for the Massachusetts Bay Transportation Authority’s Green Line Extension project. Acting as the owner’s representative, he provided environmental oversight throughout design and construction, helping guide regulatory compliance while overseeing the characterization and beneficial reuse or disposal of more than 800,000 tons of soil.
Neal’s experience also includes municipal infrastructure, public facilities, parks, housing developments, and commercial redevelopment projects across Massachusetts. Whether supporting transit expansions, stormwater infrastructure, public buildings, or environmental redevelopment efforts, he enjoys working with multidisciplinary teams to solve challenging environmental problems and help projects move successfully from planning through construction.
Neal earned a Bachelor of Science in Environmental Science from the University of Massachusetts Amherst and maintains his Massachusetts LSP credential along with numerous health and safety certifications.
Outside of work, Neal enjoys spending time with his family and friends, watching his daughter compete as part of her collegiate women’s crew team and his son compete as a captain on his high school soccer team. Neal is an original member of the South Shore Rugby Club and continues to participate in the club’s Old Boys rugby team.
